We will improve standardized safeguards for green development

　　We will establish and improve standards for peaking and neutralizing carbon emissions. We will accelerate the updating and upgrading of energy conservation standards, promptly revise mandatory national standards on energy consumption quotas and energy efficiency of products and equipment, raise energy consumption quotas for key products, expand the coverage of energy consumption quotas, and improve supporting standards for energy accounting, testing, certification, evaluation, and auditing. We will move faster to improve standards for verifying and accounting carbon emissions by regions, industries, enterprises and products. We will formulate greenhouse gas emission standards for key industries and products, and improve the labeling system for low-carbon products. We will improve standards for renewable energy, and formulate standards for ecological carbon sequestration, carbon capture, utilization, and storage. We will implement a carbon peak and carbon-neutral standardization project.

We will continue to improve standards for ecosystem development and protection. We will continue to improve the quality of the ecological environment and standards for the management and control of environmental risks. We will further improve pollution prevention and control standards, improve standards for the discharge, monitoring and prevention of pollutants, and set a bottom line for controlling pollution discharge. We will coordinate and improve standards for responding to climate change, and formulate and revise standards for mitigation, adaptation, monitoring and assessment of climate change. Formulate ShanShuiLinTian HuCao sand ecosystem quality and management using standard, to speed up the research for the prevention and control of soil erosion, ecological restoration, ecosystem services and evaluation, ecological carrying capacity evaluation and monitoring evaluation, ecological resources, biodiversity conservation and ecological benefit assessment and ecological value realization and so on standard products, increase the high quality ecological product supply, ensure the ecological security.

We will promote the economical and intensive use of natural resources. We will establish standards for unified investigation, registration, evaluation, evaluation and monitoring of natural resources, study and formulate standards for conserving and intensive development and utilization of land, mineral resources and other natural resources, and promote standardization of green exploration and development of energy resources. Standardization of natural resource asset management systems will be promoted with emphasis on inventory statistics and asset accounting of natural resource assets. We will establish and improve standards for the development of green agriculture, including soil quality, monitoring and evaluation, agricultural input quality, appropriately large-scale farming, recycling ecological agriculture, agricultural product and food safety, and monitoring and early warning. We will establish and improve standards for cleaner production, and continue to improve standards for resource recycling, green product design, green packaging, green supply chains, and comprehensive utilization of industrial waste. We will establish and improve standards for green development such as green finance and eco-tourism. We will establish green building standards and improve standards for green building design, construction, operation and maintenance and management. Establish standards for the construction of green communities and villages covering all kinds of green living facilities.

We will strengthen the guidance of green consumption standards. We will improve standards for green products, establish standards for classification and evaluation of green products, and standardize the labeling of green and organic products. We will establish green living standards for energy and water conservation, green procurement, garbage sorting, stopping food and beverage waste, green travel, and green living. We will establish evaluation standards for green public institutions by category, and rationally set consumption quotas and garbage discharge targets.
