The Beijing Winter Olympic Organizing Committee (BOCOG) has released a report on low-carbon management for the Beijing Winter Olympic Games.

According to the report, at the beginning of the preparations, the greenhouse gas emission base line of the Beijing Winter Olympics was estimated at 1.637 million tons of carbon dioxide equivalent (CO2E), while the revised base line was estimated at 1.306 million tons of co2E. After comprehensive calculation, the carbon emissions generated by the Beijing 2022 Winter Olympics and Paralympics will be completely neutralized.

The report systematically presents the work related to the carbon management of the Beijing Winter Olympic Games, focusing on the carbon neutrality methodology of the Beijing Winter Olympic Games, the greenhouse gas emission baseline, the actual emissions during the preparatory stage, the effectiveness of low-carbon management measures, the construction of forestry carbon sink projects, and the carbon emission reduction certification sponsored by enterprises.

On June 23, 2019, international Olympic Day, the "Beijing 2022 Winter Olympic and Paralympic Games low carbon management work Plan" was officially released, which proposed four aspects of low-carbon energy, low-carbon venues, low-carbon transportation, the Beijing Winter Olympic Organizing Committee took the lead in 18 measures, in order to reduce the carbon emissions generated by the Beijing Winter Olympic Games as much as possible. At the same time, carbon compensation measures such as forestry carbon sequestration, independent action of enterprises and carbon GSP were put forward. Since the release of the Low-carbon Plan, boCOG has worked closely with the Beijing Municipal government and the Hebei Provincial government to jointly promote the implementation of various measures and achieved positive results.

At present, all venues of the Beijing Winter Olympic Games are supplied with green electricity. Zhangbei Flexible DC power grid test and demonstration project will be put into operation in 2020, which will safely and efficiently transport renewable energy from Zhangjiakou to Beijing and fully meet the electricity demand of Beijing and Zhangjiakou winter Olympics venues. Establish cross-regional green electricity trading mechanism, through the green electricity trading platform, all venues will achieve 100% use of green electricity during the games.

All venues for the Beijing Winter Olympics also meet green building standards. All newly built indoor venues have reached the three-star green building standard, and the existing indoor venues have reached the two-star green building standard through energy-saving transformation. The Innovation Organization has formulated the Evaluation Standard for Green Moguls, and all the new moguls for the Beijing Winter Olympics have met the standard. Meanwhile, carbon dioxide refrigerants with a global warming potential of 1 and ozone-destroying potential of 0 were used in four ice venues in Beijing, the first time this technology has been used in the Winter Olympics.

The Beijing Winter Olympics also built a low-carbon transportation system during the games. In accordance with the principle of "using electricity in plain areas and hydrogen in mountain areas", electric vehicles and hydrogen fuel cell vehicles will be promoted in each competition area. Energy-saving and clean energy vehicles account for 84.9 percent of all guaranteed vehicles during the games, the highest proportion ever recorded in the Winter Olympics. At the same time, the "traffic resource management system" will be built to realize the real-time monitoring and unified command of the traffic operation during the Beijing Winter Olympic Games, and greatly improve the efficiency of traffic organization and operation during the games.

In addition, the Beijing municipal government and the government zhangjiakou completed 710000 mu of a new round of afforestation project of one million mu and 500000 mu jing ji ecological water protection forest construction projects, and professional institutions entrusted to complete the corresponding monitoring the amount of carbon sink and the certified work, certified carbon sequestration of 530000 tonnes of carbon dioxide equivalent respectively and 570000 tons of carbon dioxide equivalent. The Beijing Municipal government and hebei Provincial government will donate all the carbon sequestration to boCOG free of charge.

Relevant enterprises actively sponsor certification of carbon emission reduction. China National Petroleum Corporation, The State Grid Corporation of China and the Three Gorges Corporation have actively supported the carbon neutralization work of the Beijing Winter Olympic Games. In the form of sponsoring carbon emission reduction, they each donated 200,000 tons of carbon dioxide equivalent carbon sink to the BoCOG. The three central energy enterprises donated a total of 600,000 tons of co2-equivalent carbon sinks.
