Carbon peak and carbon neutrality is the most important national strategy in the 21st century, and it is a national project to actively carry out systematic economic and social transformation in response to global climate change. To further study and implement General Secretary Xi Jinping's important discussion on energy revolution and carbon peak and carbon neutrality, Shanxi should constantly reduce the proportion of fossil energy consumption, vigorously develop clean energy, accelerate the construction of a clean, low-carbon, safe and efficient modern energy system, comprehensively promote energy transformation, and take multiple measures to reduce carbon emissions.

To further study and implement General Secretary Xi Jinping's important discussion on energy revolution and carbon peak and carbon neutrality, Shanxi should constantly reduce the proportion of fossil energy consumption, vigorously develop clean energy, accelerate the construction of a clean, low-carbon, safe and efficient modern energy system, comprehensively promote energy transformation, and take multiple measures to reduce carbon emissions.
We will vigorously promote clean and efficient use of fossil energy, with the focus on coal. The primary task of energy transformation in our province is to do a good job in clean and efficient utilization of coal. While controlling the total amount of coal consumption, we should promote the utilization of coal by classification and quality, and promote the transformation of coal from a single fuel attribute to fuel and raw material. Industry-university-research resources such as Jineng Holding Group, China Coal Science and Technology Group and Taiyuan University of Technology should be coordinated to speed up the establishment of "National Laboratory for Green, low-carbon and clean Utilization of Coal" and break through key technological bottlenecks in this field. In coal-fired power generation, we will vigorously promote ultra-low emissions and energy-saving upgrading of coal-fired power units, continue to research, apply and promote advanced and applicable technologies, and promote the development of coal-fired power generation into high-parameter, large-capacity, and intelligent power generation, so as to significantly reduce the average coal consumption for power generation and raise the level of clean electricity development. We will support coal and power enterprises in carrying out demonstration projects for oxygen-rich combustion and post-combustion carbon capture and utilization, and explore ways to upgrade coal and power generation to reduce carbon emissions. We will accelerate the development of coal-based energy industries such as coal to oil and coal to gas, and steadily promote the integration of coal, electricity and chemicals and the differentiated development of coal conversion. We will promote the development of industrial clusters for high-end carbon materials and new carbon-based synthetic materials, with the focus on bringing projects under construction into operation and realizing their efficiency. We will speed up the development of industrialization bases, increase the storage and production of unconventional natural gas and improve the connectivity of pipeline networks, and strive to increase the proportion of natural gas in primary energy consumption.
We will give high priority to energy conservation and increase energy efficiency. We will vigorously promote the use of highly efficient and energy-efficient technologies, actively develop an energy-saving and circular economy, and promote energy efficiency in key energy-using sectors such as industry, construction and transportation. We will encourage high-quality energy to replace bulk coal, and promote the use of electricity instead of coal, oil and gas on a large scale in clean heating, industrial production, agricultural production and processing, building cooling and heating, transportation, and household consumption, so as to increase the electrification of end-use energy. We will strengthen and improve the "dual control" system for energy consumption. New projects must comply with national industrial policies and meet the advanced level of energy efficiency in the industry. We will strictly implement the substitution of equal or reduced energy consumption and coal consumption. We will launch a campaign to improve energy efficiency in existing residential buildings in light of local conditions, encourage all new buildings to adopt green design, and launch trials for buildings with ultra-low energy consumption. We will continue to implement the policy of giving high priority to energy conservation, make energy conservation an integral part of the whole process and in all areas of economic and social development, and accelerate the development of a clean and low-carbon model of energy use throughout society.
We will vigorously develop the "new energy plus energy storage" model and transform energy supply into a diversified and green one. To promote the high proportion and high quality development of wind power and photovoltaic, accelerate the construction of a new power system with green and new energy as the main body, adhere to the simultaneous development of centralized and distributed energy, vigorously promote the development of multi-energy complementary, and strive to build north Shanxi clean energy distribution base of 10 million kilowatts. We will promote coordinated and orderly development of new energy growth, consumption, and energy storage. We will comprehensively upgrade existing cogeneration units and coal-fired power units for more flexible peak-adjustment, promote the industrialization and large-scale demonstration of new types of energy storage, speed up the construction of pumping and storage power stations, and promote the construction of natural gas peak-adjustment power stations, so as to enhance the capacity of absorbing new energy. We will accelerate the pilot and demonstration projects of "new energy plus energy storage", study the compensation mechanism for energy storage projects, and explore the establishment of a mechanism to link the newly installed power generation capacity with the peak-adjustment capacity of energy storage. We will explore new energy projects with centralized land use, explore a "photovoltaic plus" business model for comprehensive utilization in light of local conditions, and support the absorption of renewable energy in local area networks and microgrids. Give full play to the cost advantage of producing hydrogen from coke oven gas, and orderly arrange the development of the whole industry chain of producing, storing, transporting, adding and using hydrogen energy. We will steadily develop domestic waste incineration for power generation and agricultural and forestry biomass power generation, and actively promote clean, low-carbon and efficient recycling of geothermal energy.
With the intelligent transformation and construction of coal mines as the starting point, we will accelerate the intelligent transformation and upgrading of the energy field. Will be 5 g technology comprehensive introduction of intelligent construction of coal mines, coal mining from the mechanization, automation, intelligent digital to development, to build coal unmanned (less) intelligence exploitation of new pattern, construction of a group of intelligent mine and intelligence of fully mechanized working face, key posts robot work underground, open-pit coal mine to realize intelligent continuous operation and unmanned transport. Speed up the construction of Shanxi Artificial Intelligence Mining Innovation Laboratory, and comprehensively carry out scientific research in the fields of "coal mine information network", "automatic enabling", "intelligent sensing technology", "coal mine big data" and "ecological cooperation". We will actively promote the transmission of electricity from Shanxi Province, accelerate the expansion of uHV and the construction of the west-east power transmission channel, implement a number of energy Internet demonstration projects, and promote the construction of digital smart power grids. We will accelerate the digital transformation and intelligent development of the energy industry chain, promote the construction of smart energy demonstration projects, and build an "Internet Plus" smart energy system in which "scenery, water and fire" complement each other with multiple sources and "source network, charge and storage" coordinate and be efficient. We will use the Energy Internet and big data centers to develop and introduce advanced energy management systems, develop comprehensive energy services, raise the level and efficiency of energy use in the whole society, achieve systematic energy conservation, and promote the development of new models and new forms of business in the energy field.
We will promote policy and institutional innovation in the energy sector to reform energy generation and carbon reduction. We will deepen the pilot comprehensive reform of the energy revolution, focusing on the combination of energy commodity trading and energy price formation mechanism, restoring the nature of energy commodities, and realizing comprehensive reform of the market-oriented energy system. We will improve the policy on differentiated pricing for energy use, and better connect differentiated electricity and gas prices with mandatory energy conservation standards. We will continue to deepen reform of the electric power system, deepen reform of incremental distribution networks, and promote equitable access of new power sources such as distributed generation and energy storage to distribution networks. Accelerate the construction of a fully competitive, open and orderly provincial power market to realize the free circulation and optimal allocation of surplus new energy generation in Shanxi. We will improve the linkage mechanism between medium - and long-term, spot and ancillary services markets, explore a capacity market trading mechanism, carry out green electricity trading, and vigorously promote trans-regional transmission of green energy. We will actively participate in the construction of the national carbon market and improve supporting policies for the market. To make a breakthrough by deepening the reform of the management system for coalbed methane exploration and exploitation, accelerate the co-exploitation of coal and coalbed methane, carry out the pilot project for the comprehensive development of "three gases", and steadily advance the experiment of extracting coalbed methane from abandoned mines. Speed up the construction of CBM trading center, establish a sound CBM price system conducive to industrial development. We will improve the system for energy conservation, promote budgetary management of energy use, and explore the establishment of a system for the initial allocation of energy use rights and for paying for energy use transactions.
