    2月4日，“北京城市副中心建设国家绿色发展示范区——打造国家级绿色交易所启动仪式”在通州区举行。这标志着目前唯一一个国家级绿色交易所——北京绿色交易所正式落户北京城市副中心，未来将建成面向全球的国家级绿色交易所，全面推进城市副中心建设国家绿色发展示范区。

    未来，北京绿色交易所将作为全国温室气体自愿减排交易中心，以及全球绿色金融和可持续金融中心的基础设施，为更多排放企业或主体提供服务。企业通过自愿减排的项目减排量可上市交易，获得包括真金白银在内的多项支持。

    北京市委书记尹力，生态环境部部长黄润秋，中国人民银行行长易纲，市委副书记、市长殷勇出席并共同启动国家级绿色交易所建设。

The Beijing Green Exchange will serve as a national greenhouse gas voluntary emission reduction trading center, as well as the infrastructure of the global green finance and sustainable finance center, to provide services for more emitting enterprises or entities. The emission reductions of enterprises through voluntary emission reduction projects can be listed and traded, and they can obtain various supports including real money.

     自1999年成立以来，IETA通过提供信息、建议和帮助创造概念和工具，推动全球碳交易，使高效和有效的市场机制成为现实。自2005年为欧盟排放交易体系推出首个排放交易主协议以来，IETA一直引领着排放交易相关文件的发展。

     CAD Trust：2022年12月，IETA与世界银行和新加坡政府合作推出了气候行动数据信托 (CAD Trust)，这是一个共享碳信用和项目信息的平台。CAD Trust链接、汇总和协调来自多个项目登记处的所有碳信用数据，以促进透明报告。Verra、Gold Standard、美国碳登记处和全球碳委员会等主要登记处计划在 2023 年第一季度连接到CAD Trust，届时将公开第一层数据。

     IETA碳市场发展总监 Simon Henry在回应The Edge Singapore在 CAD Trust 推出时的询问时表示，仅Verra一家就对全球约80%的自愿碳信用交易活动进行了认证。他补充说，加在一起，CAD Trust 所代表的碳活动份额将上升到 90%以上。

    2月28日，国家统计局发布的《中华人民共和国2022年国民经济和社会发展统计公报》显示，中国2022年全年新能源汽车产量达700.3万辆，比上年增长90.5%；太阳能电池（光伏电池）产量达3.4亿千瓦，增长46.8%；全年水电、核电、风电、太阳能发电等清洁能源发电量达29599亿千瓦时，比上年增长8.5%。

    2022年年末，全国发电装机容量达256405万千瓦，比上年末增长7.8%。其中，火电装机容量133239万千瓦，增长2.7%；水电装机容量41350万千瓦，增长5.8%；核电装机容量5553万千瓦，增长4.3%；并网风电装机容量36544万千瓦，增长11.2%；并网太阳能发电装机容量39261万千瓦，增长28.1%。

    初步核算，2022年全年能源消费总量54.1亿吨标准煤，比上年增长2.9%。煤炭消费量增长4.3%，原油消费量下降3.1%，天然气消费量下降1.2%，电力消费量增长3.6%。另外，煤炭消费量占能源消费总量的56.2%，比上年上升0.3个百分点；天然气、水电、核电、风电、太阳能发电等清洁能源消费量占能源消费总量的25.9%，上升0.4个百分点。

    重点耗能工业企业单位电石综合能耗下降1.6%，单位合成氨综合能耗下降0.8%，吨钢综合能耗上升1.7%，单位电解铝综合能耗下降0.4%，每千瓦时火力发电标准煤耗下降0.2%。全国万元国内生产总值（GDP）二氧化碳排放下降0.8%。

    蓝碳又称“海洋碳汇”，特指海洋活动及海洋生物吸收大气中的二氧化碳，并将其固定、储存在海洋生态系统中的过程、活动和机制，是捕捉二氧化碳的高手、储存二氧化碳的宝库，储碳周期可达数千年。作为地球上最大的活跃碳库，海洋储存了地球上93%二氧化碳，是陆地碳库的20倍、大气碳库的50倍。去年7月起，象山启动蓝碳拍卖交易工作，委托宁波海洋研究院进行碳汇量核算。
