    8月1日，COP28候任主席国和联合国气候变化框架公约（UNFCCC）已正式签署主办国协议，以加强在COP28期间致力于包容性、透明度，并在气候议程上取得团结和转型进步的共同承诺。

    此协议在阿布扎比的一次会议中由即将上任的COP28候任主席、阿联酋工业和先进技术部部长苏丹·本·艾哈迈德·贾比尔博士与UNFCCC执行秘书西蒙·斯蒂尔签署，为今年联合国气候峰会奠定必要的法律基础。签署协议之后，双方发表了一份联合声明，强调COP过程中包容性、透明度和尊重原则的重要性。这些原则有助于实现统一行动和更高抱负。

    贾比尔博士强调，包容性是COP28主席国的关键基石。“COP28行动计划围绕四个关键支柱展开：迅速推进能源转型；解决气候金融问题；关注人民生活和生计；确保所有事务充分包容。”COP28主席国认为，只有通过克服分歧并共同努力，我们才能提升共享抱负，并取得进展，将全球升温控制在1.5℃以内。   

COP28 Chair and United Nations Framework Convention on Climate Change Sign Host Country Agreement

On August 1st, the president-designate of COP28 and the United Nations Framework Convention on Climate Change (UNFCCC) officially signed the host country agreement to strengthen the shared commitment to inclusivity, transparency, unity, and transformational progress on the climate agenda during COP28.

This agreement was signed at a meeting in Abu Dhabi by Dr. Sudan bin Ahmed Jabir, the incoming Chairman designate of COP28 and the Minister of Industry and Advanced Technology of the United Arab Emirates, and Simon Steele, the Executive Secretary of the United Nations Climate Summit this year, laying the necessary legal foundation. After signing the agreement, both parties issued a joint statement emphasizing the importance of inclusivity, transparency, and respect principles in the COP process. These principles contribute to achieving unified action and higher aspirations.

Dr. Jaber emphasized that inclusivity is a key cornerstone of the COP28 presidency. The COP28 action plan revolves around four key pillars: rapidly advancing energy transformation; addressing climate finance issues; paying attention to people's lives and livelihoods; and ensuring full inclusiveness in all matters. The COP28 presidency believes that only by overcoming differences and working together can we elevate our shared aspirations and make progress to control global warming within 1.5 ℃.

     8月15日是首个全国生态日，今年的主题是“倡导绿色低碳 共建美丽中国”。2023年6月28日，十四届全国人大常委会第三次会议决定，将8月15日设立为全国生态日，首个全国生态日主场活动在浙江省湖州市拉开帷幕。

    全国生态日主场活动生态文明重要成果发布会上，国家发改委副主任赵辰昕发布碳达峰碳中和重大宣示三周年重要成果，对以下八个方面三周年重要成果作出宣示：

一、构建完成碳达峰碳中和“1+N”政策体系

二、能源绿色低碳转型稳步推进

三、产业结构持续优化升级

四、重点领域绿色低碳发展成效显著

The first National Ecological Day home event kicked off in Huzhou City, Zhejiang Province

On August 15th is the first National Ecological Day, and this year's theme is "advocating green and low-carbon co construction of a beautiful China". On June 28, 2023, the third meeting of the 14th Standing Committee of the National People's Congress decided to establish August 15 as the National Ecological Day, and the first home event of the National Ecological Day began in Huzhou City, Zhejiang Province.

At the press conference on the important achievements of ecological civilization in the home event of the National Ecological Day, Zhao Chenxin, Deputy Director of the National Development and Reform Commission, announced the important achievements of the third anniversary of reaching carbon peak and carbon neutrality, and made announcements on the following eight aspects of the important achievements of the third anniversary:

1.Build a "1+N" policy system to achieve carbon peak and carbon neutrality

2.Steady progress in green and low-carbon energy transformation

3.Continuous optimization and upgrading of industrial structure

4.Significant achievements in green and low-carbon development in key areas

   8月22日，国家发展改革委、科技部等10部门联合印发《绿色低碳先进技术示范工程实施方案》，提出将布局一批技术水平领先、减排效果突出的绿色低碳工程。将绿色低碳先进技术按照源头减碳、过程降碳、末端固碳分为三大类。

    源头减碳类：将立足以煤为主的基本国情，从加快能源结构绿色低碳转型的要求出发，在非化石能源先进示范、化石能源清洁高效开发利用、先进电网和储能示范、绿氢减碳示范等4个重点方向实施一批重点项目。

    过程降碳类：提出工业、建筑、交通3个领域关键技术类别，减污降碳协同和低碳（近零碳）园区2个重点方向，布局一批低碳零碳钢铁冶炼示范、超低能耗建筑、综合交通枢纽场站绿色化改造示范等工程。

    末端固碳类：提出在二氧化碳先进高效捕集示范、二氧化碳资源化利用及固碳示范等3个重点方向建设一批重点工程。

    提出为保证工程顺利实施，我国将通过统筹利用现有中央预算内投资渠道，加强金融税收政策支持，以及加强用能、用地等要素保障等举措，强化项目保障。

Release of Implementation Plan for Green and Low Carbon Advanced Technology Demonstration Project

On August 22nd, 10 departments including the National Development and Reform Commission and the Ministry of Science and Technology jointly issued the "Implementation Plan for Green and Low Carbon Advanced Technology Demonstration Projects", proposing to lay out a batch of green and low carbon projects with leading technological levels and outstanding emission reduction effects. Divide green and low-carbon advanced technologies into three categories based on source carbon reduction, process carbon reduction, and end carbon sequestration.

Carbon reduction at the source: Based on the basic national conditions of coal as the main source, starting from the requirements of accelerating the green and low-carbon transformation of energy structure, a batch of key projects will be implemented in four key directions: advanced demonstration of non fossil energy, clean and efficient development and utilization of fossil energy, demonstration of advanced power grid and energy storage, and demonstration of green hydrogen carbon reduction.

Process carbon reduction: Key technology categories in the fields of industry, construction, and transportation are proposed, with two key directions of pollution reduction and carbon reduction synergy and low-carbon (near zero carbon) parks. A batch of low-carbon and zero carbon steel smelting demonstration projects, ultra-low energy consumption buildings, and green transformation demonstration projects for comprehensive transportation hub stations are planned.

Endpoint carbon sequestration: Propose to build a batch of key projects in three key directions: advanced and efficient carbon dioxide capture demonstration, carbon dioxide resource utilization, and carbon sequestration demonstration.

It is proposed that in order to ensure the smooth implementation of the project, China will strengthen project support by coordinating and utilizing existing investment channels within the central budget, strengthening financial and tax policy support, and strengthening measures such as ensuring energy and land use.

    8月25日，生态环境部办公厅、财政部办公厅、自然资源部办公厅、住房和城乡建设部办公厅等八部门发布关于深化气候适应型城市建设试点的通知。明确，到2025年，优先遴选一批工作基础好、组织保障有力、预期示范带动作用强的试点城市先行先试；到2030年，试点城市扩展到100个左右；到2035年，试点经验得到全面推广，地级及以上城市全面开展气候适应型城市建设。

    从完善城市适应气候变化治理体系、加强城市适应气候变化能力建设、优化城市适应气候变化空间布局等方面共提出十项重点任务。鼓励试点城市协同推进低碳城市、生态文明建设示范区、国家环境保护模范城市、海绵城市建设等各类试点示范工作，充分发挥协同效应。

Notice on Deepening the Pilot Construction of Climate Adaptable Cities

On August 25th, eight departments including the General Office of the Ministry of Ecology and Environment, the General Office of the Ministry of Finance, the General Office of the Ministry of Natural Resources, and the General Office of the Ministry of Housing and Urban Rural Development issued a notice on deepening the pilot construction of climate adaptive cities. It is clear that by 2025, priority will be given to selecting a group of pilot cities with good work foundations, strong organizational support, and strong expected demonstration and driving effects; By 2030, the number of pilot cities will expand to around 100; By 2035, the pilot experience will be fully promoted, and cities at or above the prefecture level will comprehensively carry out the construction of climate adaptive cities.

Ten key tasks have been proposed in terms of improving the governance system for urban adaptation to climate change, strengthening the construction of urban adaptation capacity to climate change, and optimizing the spatial layout of urban adaptation to climate change. Encourage pilot cities to collaborate and promote various pilot and demonstration work such as low-carbon cities, demonstration zones for ecological civilization construction, national environmental protection model cities, and sponge city construction, fully leveraging the synergistic effect.

    8月28日，生态环境部召开8月例行新闻发布会，生态环境部新闻发言人刘友宾介绍，近日，全国碳排放权市场启动了2021、2022年度的配额发放和履约工作，共纳入发电企业2200多家，两年度分别履约、配额清缴时间均截至2023年底，每家重点排放单位每年可使用国家核证自愿减排量（CCER）抵销年度应清缴配额量的5%。为做好企业纾困工作，生态环境部特别研究制定了柔性履约政策，配额缺口大的企业可预支2023年度的部分配额用于当前的清缴，但此政策仅限于2021和2022年度，以后不再实施。

National carbon market launches quota issuance and compliance work for 2021 and 2022

On August 28th, the Ministry of Ecology and Environment held a regular press conference for August. Liu Youbin, spokesperson for the Ministry of Ecology and Environment, introduced that recently, the national carbon emission rights market has launched quota issuance and compliance work for 2021 and 2022, including more than 2200 power generation enterprises. The two years' respective performance and quota payment dates are as of the end of 2023, Each key emission unit can use National Certified Voluntary Emission Reduction (CCER) to offset 5% of the annual payable quota annually. In order to do a good job in enterprise relief work, the Ministry of Ecology and Environment has specially studied and formulated a flexible performance policy. Enterprises with large quota gaps can advance a portion of the 2023 quota for current settlement, but this policy is only limited to 2021 and 2022 and will not be implemented in the future.
