第十四届彼得斯堡气候对话部长级会议于德国柏林举行
5月2日至3日,第十四届彼得斯堡气候对话部长级会议在德国柏林举行。德国外长贝尔伯克和COP28候任主席、阿联酋工业和创新部长苏尔坦担任会议共同主席。
德国总理朔尔茨、副总理哈贝克出席会议并致辞,联合国秘书长古特雷斯视频致辞。中国参会代表团由生态环境部和外交部组成,生态环境部应对气候变化司司长李高率团与会。
“彼得斯堡气候对话”非正式部长级会议是一年一度的高级别政治和国际论坛,旨在为每年的联合国气候变化大会设定议程。COP28将于今年11月30日至12月12日在阿联酋迪拜举行。
此次彼得斯堡气候对话旨在加强关于全球能源转型、应对气候变化的沟通交流,重点议题包括气候变化应对、气候融资和处理气候损失等。德国在会议上呼吁世界各国政府努力为可再生能源设定一个雄心勃勃的目标,但是与会方就此目标存在一定分歧。

The "Petersburg Climate Dialogue" informal ministerial meeting is an annual high-level political and international forum aimed at setting the agenda for the annual United Nations Climate Change conference. 5月8日,由广州碳排放权交易中心研发的全国首个碳账户综合服务平台——“读碳”开放线上测试邀请,并于当日组织召开了服务商闭门会,获得全国超100家低碳领域知名企业关注和参与。
据悉,平台定位三大功能,即一站式服务的“碳信息登记平台”、区块链支撑的“碳数据溯源平台”、互联互通管理的“碳账户集成平台”,打造可靠、可信、可追溯的碳中和登记体系,支持各类参与主体开展组织、产品、活动、政府、金融机构、个人等六大场景碳排放的核算、必要碳排放的抵消、碳中和认证声明等综合服务与管理。
通过搭建独立的、共同认可的、唯一数据源的基础设施,“读碳”可有效解决当前碳排放核算中普遍存在的度量边界模糊、数据可靠性和独立性、数据源流转追溯等堵点,着力破除碳排放数据从确权到核算到溯源流程中不标准、不规范的制约。在此基础上,“读碳”还具有微服务的高度可扩展性和可定制性,可根据不同用户的需求进行灵活配置,有序服务用户在碳账户中进行碳排放、碳减排、碳中和等信息的登记、追溯与认证,实现信息的数字化、可视化、透明化,为用户有效管理每一吨碳排放、实现高质量碳中和提供更可靠路径。
据悉,作为大湾区绿色发展核心要素交易机构和绿色金融的基础设施服务平台,广州碳排放权交易中心不断探索完善碳管理机制,此次推出“读碳”平台作为我国数字化碳数据管理领域的重要尝试,为我国健全碳核算体系作出有益实践。下一步,中心将充分结合政府及市场的需求,规范运营“读碳”平台,有效服务各类参与主体开展综合碳管理,为国家和地区实现碳中和目标作出更大的贡献。

By building an independent, jointly recognized, and unique data source infrastructure, "carbon reading" can effectively solve the common bottlenecks in current carbon emission accounting, such as fuzzy measurement boundaries, data reliability and independence, and data source traceability. 世界气象组织秘书长塔拉斯表示,预计未来几个月将出现厄尔尼诺现象,这将与人类引起的气候变化相结合,将全球气温推向未知领域,“这将对健康、食品安全、水资源管理和环境产生深远影响,我们需要做好准备”。

哈啰单车深圳碳减排项目获签发
5月26日,通过审核的哈啰单车深圳骑行碳减排量,获得深圳市生态环境局准予备案。这是我国提出“双碳”目标之后,第一个获得签发的共享单车碳减排项目,预计将为共享两轮行业助力“双碳”带来路径参照及形成示范效应。
深圳市生态环境局于官网发布的公告显示,经审核,上海哈啰普惠科技有限公司的共享单车骑行项目符合《深圳市共享单车骑行碳普惠方法学(试行)》,现准予备案为市级碳普惠减排量,并通过市碳普惠减排量注册登记系统发放至项目业主。
此前,哈啰向深圳市生态环境局积极申报该项目。经过第三方核证机构对2022年深圳骑行所产生的碳减排量进行核查,最终确认是3349吨二氧化碳当量,并通过上述备案。
因此,共享单车碳减排项目,即将迎来国家提出2030年“碳达峰”与2060年“碳中和”目标之后,在碳排放权交易市场的首次交易。这是企业切实助力“双碳”的又一典型案例及范本,并以核证及量化的方式说明,普通市民可以通过骑行共享单车,为实现“双碳”目标出力。
HELLO Bike Shenzhen Carbon Reduction Project Issued

This is the first carbon reduction project for shared bicycles to be issued after China proposed the "dual carbon" goal. It is expected to bring path reference and form a demonstration effect for the “shared two rounds industry” to assist in "dual carbon".
The announcement released by the Shenzhen Ecological Environment Bureau on its official website shows that after review, the shared bicycle riding project of Shanghai Hello Puhui Technology Co., Ltd. complies with the "Shenzhen Shared Bicycle Riding Carbon Inclusion Methodology (Trial)". It is now allowed to be registered as a municipal level carbon inclusive emission reduction and distributed to the project owner through the municipal carbon inclusive emission reduction registration system.
Previously, Hello actively applied for the project to the Shenzhen Ecological Environment Bureau. After verification by a third-party certification agency on the carbon reduction emissions generated by cycling in Shenzhen in 2022, it was ultimately confirmed to be 3349 tons of carbon dioxide equivalent and passed the above filing.
Therefore, the shared bicycle carbon emission reduction project is about to promote the first transaction in the carbon emission trading market after the country proposed the goals of "carbon peak" in 2030 and "carbon neutrality" in 2060. This is another typical case and model for enterprises to effectively contribute to "dual carbon", and it is demonstrated through certification and quantification that citizens can contribute to achieving the "dual carbon" goal by riding shared bicycles.
