“十四五”可再生能源发展规划

6月1日,由国家发改委、国家能源局等九部门联合印发的《“十四五”可再生能源发展规划》公开发布。《规划》提出,到2025年,可再生能源消费总量达到10亿吨标准煤,可再生能源年发电量达到3.3 万亿千瓦时左右。“十四五”期间,可再生能源发电量增量在全社会用电量增量中的占比超过 50%,风电和太阳能发电量实现翻倍。2025 年,全国可再生能源电力总量消纳责任权重达到 33%左右,可再生能源电力非水电消纳责任权重达到 18%左右。到2030 年,非化石能源消费占比达到 25%左右,风电、太阳能发电总装机容量达到 12亿千瓦以上。

According to the Plan, by 2025, the total consumption of renewable energy will reach 1 billion tons of standard coal, and the annual power generation of renewable energy will reach about 3.3 trillion kWh. From 2021-2025, the increase in renewable energy power generation accounted for more than 50% of the increase in electricity consumption in the whole society, and the amount of wind power and solar power generation will be doubled. In 2025, the weight of the total consumption of renewable energy will reach about 33%, and the weight of non-hydro renewable energy will reach about 18%. By 2030, the proportion of non-fossil energy consumption will reach about 25%, and the total installed capacity of wind power and solar power generation will reach more than 1.2 billion kilowatts.

国家适应气候变化战略2035

6月13日,生态环境部、国家发展和改革委员会、科学技术部、财政部、自然资源部、住房和城乡建设部、交通运输部、水利部、农业农村部、文化和旅游部、国家卫生健康委员会、应急管理部、中国人民银行、中国科学院、中国气象局、国家能源局、国家林业和草原局等17部门联合印发《国家适应气候变化战略2035》,对当前至2035年适应气候变化工作作出统筹谋划部署。

该文件提出了建设结构完善、布局合理、功能完备、业务规范、流程科学、运行稳定可靠的包括碳监测在内的与生态系统观测站网;改善海洋生态环境质量, 提升海洋生态碳汇能力;健全碳排放信息披露框架,鼓励金融机构披露高碳资产敞口和建立气候相关风险及突发事件应急披露机制。

 

National Strategy for Climate Change Adaptation 2035

On June 13, 17 departments including the Ministry of Ecology and Environment, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, the National Health Commission, the Ministry of Emergency Management, the People's Bank of China, the Chinese Academy of Sciences, the China Meteorological Administration, the National Energy Administration, and the State Forestry and Grassland Administration, jointly issued the "National Climate Change Adaptation Strategy 2035", which provides guidance on adaptation to climate change from the current to 2035. This document proposes to build a network of ecosystem observation stations, including carbon monitoring, with perfect structure, reasonable layout, complete functions, standardized business, scientific process, and stable and reliable operation; improve the quality of the marine ecological environment and enhance the capacity of marine ecological carbon sinks; improve the carbon emission information disclosure framework; encourage financial institutions to disclose high-carbon asset exposure and establish an emergency disclosure mechanism for climate-related risks and emergencies.

减污降碳协同增效实施方案

6月17日,生态环境部等7部门联合印发《减污降碳协同增效实施方案》。《方案》锚定美丽中国建设和碳达峰碳中和目标,科学把握污染防治和气候治理的整体性,提出到2025年减污降碳协同推进的工作格局基本形成,到2030年减污降碳协同能力显著提升等工作目标。《方案》聚焦6个主要方面提出重要任务举措,其中包括:加强源头防控,包括强化生态环境分区管控,加强生态环境准入管理,推动能源绿色低碳转型,加快形成绿色生活方式等内容。突出重点领域,围绕工业、交通运输、城乡建设、农业、生态建设等领域推动减污降碳协同增效。

 

Implementation Plan for Synergistic Efficiency of Pollution Reduction and Carbon Reduction

On June 17, seven departments including the Ministry of Ecology and Environment jointly issued the Implementation Plan for Synergistic Efficiency of Pollution Reduction and Carbon Reduction. The "Plan" anchors the goal of building a beautiful China and carbon neutralization, and scientifically grasps the integrity of pollution prevention and climate governance. Synergy capacity will be significantly improved and other work goals. The "Plan" focuses on 6 main aspects and proposes important tasks and measures, including: strengthening source prevention and control, including strengthening ecological environment zoning management and control, strengthening ecological environment access management, promoting green and low-carbon transformation of energy, and accelerating the formation of green lifestyles. Highlight key areas and promote synergies in pollution reduction and carbon reduction around the fields of industry, transportation, urban and rural construction, agriculture, and ecological construction.

欧洲议会通过关于建立碳边境调节机制草案的修正案

欧盟时间6月22日,欧洲议会通过了关于建立碳边境调节机制(CBAM)草案的修正案。本次修正案扩大CBAM纳入行业的范围,新增纳入行业包括有机化学品、塑料、氢和氨,纳入电力产生的间接排放。加快EU-ETS免费配额退出,比原草案早3年退出。明确CBAM收入用途。明确违法规则的惩罚力度,罚款力度应为上一年度CBAM证书平均价格的三倍,同时仍需向CBAM当局交出未结数量的CBAM证书。同时,本次修正案将正式实施时间延后一年至2027年。

 

The European Parliament Adopts an Amendment to The Draft Carbon Border Regulation Mechanism

On June 22, EU time, the European Parliament adopted an amendment to the draft Carbon Border Adjustment Mechanism (CBAM). This amendment expands the scope of industries included in CBAM, including chemicals, plastics, hydrogen, and ammonia. To include indirect emissions from electricity generation. Speed up the withdrawal of the EU-ETS free quota, 3 years earlier than the original draft. Clarify the purpose of CBAM revenue. Clarify the punishment for breaking the rules. The fine should be three times the average price of the CBAM certificate in the previous year. At the same time, the outstanding number of CBAM certificates still needs to be handed over to the CBAM authority. At the same time, this amendment will delay the official implementation time by one year to 2027.

工业能效提升行动计划

6月29日,工业和信息化部、国家发展改革委、财政部、生态环境部、国务院国资委、市场监管总局联合印发了《工业能效提升行动计划》,该文件提出主要目标到2025年,数据中心等重点领域能效明显提升,绿色低碳能源利用比例显著提高,节能提效工艺技术装备广泛应用,标准、服务和监管体系逐步完善,钢铁、石化化工、有色金属、建材等行业重点产品能效达到国际先进水平,规模以上工业单位增加值能耗比2020年下降13.5%。能尽其用、效率至上成为市场主体和公众的共同理念和普遍要求,节能提效进一步成为绿色低碳的“第一能源”和降耗减碳的首要举措。数字化节能方面,该文件提出鼓励企业基于能源管控系统探索实施数字化碳管理,协同推进用能数据与碳排放数据的收集、分析和管理。对于高耗能、高排放企业,该文件提出要深入挖掘存量项目节能降碳潜力,动态调整完善行业能效标杆水平和基准水平,从高定标、分类指导,坚决遏制高耗能、高排放、低水平项目不合理用能。

 

Action Plan for Improving Industrial Energy Efficiency

Energy efficiency in key areas such as data centers has been significantly improved, the proportion of green and low-carbon energy utilization has been significantly increased, energy-saving and efficiency-enhancing technology and equipment have been widely used, standards, services and supervision systems have been gradually improved, and the energy efficiency of key products in steel, petrochemical, non-ferrous metals, building materials and other industries has been improved, and the energy consumption per unit of added value of industrial enterprises will decrease by 13.5% compared with 2020. In terms of digital energy conservation, the plan proposes to encourage enterprises to explore and implement digital carbon management based on energy management and control systems, and to collaboratively promote the collection, analysis and management of energy consumption data and carbon emission data.
