《中央企业节约能源与生态环境保护监督管理办法》

8月1日,国务院国资委印发《中央企业节约能源与生态环境保护监督管理办法》,(以下简称《办法》),要求中央企业应积极践行绿色低碳循环发展理念,围绕主业有序发展壮大节能环保等绿色低碳产业。将节能降碳与生态环境保护资金纳入预算,保证资金足额投入。

《办法》表示,中央企业应严格执行国家相关产业政策和规划。加强并购重组企业源头管理,把节约能源和生态环境保护专项尽职调查作为并购重组的前置程序。

《办法》称,中央企业应积极稳妥推进碳达峰碳中和工作,科学合理制定实施碳达峰碳中和规划和行动方案,建立完善二氧化碳排放统计核算、信息披露体系,采取有力措施控制碳排放。

The "Measures" stated that central enterprises should strictly implement relevant national industrial policies and plans. 正式实施

8月10日,《长三角生态绿色一体化发展示范区碳达峰实施方案》正式实施。《方案》旨在为探索一体协同落实碳达峰目标提供可复制可推广的经验,为落实长三角一体化和双碳国家战略提供有力支撑。

《方案》明确了总体要求,以“一体协同,系统推进,增存并举,示范引领,业界共治”为主要原则,提出到2025年,在两区一县(上海青浦、江苏吴江、浙江嘉善)分别完成上级下达目标的基础上,力争示范区能耗强度较2020年降低15%左右、碳排放强度较2020年下降20%以上;到2030年前,整体率先实现碳达峰并稳步下降,为实现碳中和目标奠定坚实基础。

The "Plan" aims to provide a replicable and scalable experience for exploring the integrated and coordinated implementation of the carbon peaking goal and to provide strong support for the implementation of the Yangtze River Delta integration and dual-carbon national strategy.

The "Plan" clarifies the overall requirements, with the main principles of "integrated coordination, systematic advancement, simultaneous expansion of storage, demonstration and leadership, and industry co-governance", and proposes that by 2025, two districts and one county (Qingpu (Shanghai), Wujiang (Jiangsu) Jiashan(Zhejiang) ) on the basis of completing the goals set by the superiors respectively, strive to reduce the energy consumption intensity of the demonstration area by 15% compared with 2020, and reduce the carbon emission intensity by more than 20% compared with 2020; by 2030, the overall carbon peak will be the first to achieve and steadily decline, build a solid foundation for achieving carbon neutrality goals.

 

《科技支撑碳达峰碳中和实施方案(2022—2030年)》印发

8月18日,科技部等九部门发布关于印发《科技支撑碳达峰碳中和实施方案(2022—2030年)》的通知。方案提出十大行动:

一是能源绿色低碳转型科技支撑行动。立足以煤为主的资源禀赋,抓好煤炭清洁高效利用,增加新能源消纳能力,推动煤炭和新能源优化组合,保障国家能源安全并降低碳排放;

二是低碳与零碳工业流程再造技术突破行动。是以原料燃料替代、短流程制造和低碳技术集成耦合优化为核心,引领高碳工业流程的零碳和低碳再造;

三是建筑交通低碳零碳技术攻关行动。是以围绕交通和建筑行业绿色低碳转型目标,以脱碳减排和节能增效为重点,大力推进低碳零碳技术研发与推广应用;

四是负碳及非二氧化碳温室气体减排技术能力提升行动。聚焦提升CCUS、绿色碳汇、蓝色碳汇等负碳技术能力,对甲烷、氧化亚氮等非二氧化碳温室气体监测和减量替代技术进行针对性部署;

五是前沿颠覆性低碳技术创新行动。围绕驱动产业变革的目标,聚焦基础研究最新突破,加快培育颠覆性技术创新路径,引领实现产业和经济发展方式的迭代升级;

六是低碳零碳技术示范行动。形成一批可复制可推广的先进技术引领的节能减碳技术综合解决方案,并开展一批典型低碳技术应用示范,促进低碳技术成果转移转化;

七是碳达峰碳中和管理决策支撑行动。加强碳减排监测、核查、核算、评估技术体系研究建议,提出不同产业门类、区域的碳达峰碳中和发展路径和技术支撑体系;

八是碳达峰碳中和创新项目、基地、人才协同增效行动。着力加强国家科技计划对低碳科技创新的系统部署,推动国家绿色低碳创新基地建设和人才培养,加强项目、基地和人才协同,提升创新驱动合力和国家创新体系整体效能;

九是绿色低碳科技企业培育与服务行动。加快完善绿色低碳科技企业孵化服务体系,遴选、支持500家左右低碳科技创新企业,优化绿色低碳领域创新创业生态;

十是碳达峰碳中和科技创新国际合作行动。持续深化低碳科技创新领域国际合作,构建国际绿色技术创新国际合作网络,支撑构建人类命运共同体。

 

"Science and technology support carbon peaking and carbon neutrality implementation plan (2022-2030)" issued

The first is the scientific and technological support action for energy green and low-carbon transformation. The second is low-carbon and zero-carbon industrial process reengineering technology breakthrough actions. Taking the substitution of raw material fuels, short-process manufacturing, and integrated coupling optimization of low-carbon technologies as the core can lead to the zero-carbon and low-carbon reconstruction of high-carbon industrial processes.

The third is low-carbon and zero-carbon technologies for construction and transportation. Focusing on the goal of green and low-carbon transformation of the transportation and construction industries, especially on decarbonization, emission reduction, energy conservation, and efficiency enhancement, it can vigorously promote the research and development, promotion, and application of low-carbon and zero-carbon technologies.

The fourth is the action to enhance the technical capacity of negative carbon and non-carbon dioxide greenhouse gas emission reduction. Focus on improving the capabilities of negative carbon technologies such as CCUS, green carbon sink, and blue carbon sink, and make targeted deployment of non-carbon dioxide greenhouse gas monitoring and reduction alternative technologies such as methane and nitrous oxide.

Fifth, cutting-edge disruptive low-carbon technology innovation actions. Focusing on the goal of driving industrial change, focusing on the latest breakthroughs in basic research, accelerating the cultivation of disruptive technological innovation paths, and leading the iterative upgrade of industrial and economic development methods.

Sixth, low-carbon, and zero-carbon technology demonstration actions. Form a batch of comprehensive solutions for energy saving and carbon reduction technology led by advanced technologies that can be replicated and promoted and carry out a batch of typical low-carbon technology application demonstrations to promote the transfer and transformation of low-carbon technology achievements.

Seventh, the carbon peak carbon neutral management decision-making support action. Strengthen research proposals on carbon emission reduction monitoring, verification, accounting, and evaluation technology systems, and propose carbon-peak and carbon-neutral development paths and technical support systems for different industry categories and regions.

The eighth is the synergy and synergy of carbon neutral innovation projects, bases and talents. Efforts should be made to strengthen the systematic deployment of low-carbon technological innovation in the national science and technology plan, promote the construction of national green and low-carbon innovation bases and personnel training, strengthen the coordination of projects, bases, and talents, and enhance the combined force of innovation and the overall efficiency of the national innovation system.

The ninth is the cultivation and service activities of green and low-carbon technology enterprises. Accelerate the improvement of the green and low-carbon technology business incubation service system, select and support about 500 low-carbon technology innovation enterprises, and optimize the innovation and entrepreneurship ecology in the green and low-carbon field.

The tenth is the international cooperation activities of carbon peak carbon neutral technology innovation. Continue to deepen international cooperation in the field of low-carbon technology innovation, build an international cooperation network for green technology innovation, and support the building of a community with a shared future for mankind.

 

《关于加快建立统一规范的碳排放统计核算体系实施方案》印发

8月19日,为贯彻落实《中共中央 国务院关于完整准确全面贯彻新发展理念做好碳达峰碳中和工作的意见》和《2030年前碳达峰行动方案》有关部署,夯实碳达峰碳中和工作基础,国家发展改革委、国家统计局、生态环境部公布了《关于加快建立统一规范的碳排放统计核算体系实施方案》(以下简称《方案》)。

《方案》提出,到2023年,基本建立职责清晰、分工明确、衔接顺畅的部门协作机制,初步建成统一规范的碳排放统计核算体系。到2025年,统一规范的碳排放统计核算体系进一步完善,数据质量全面提高,为碳达峰碳中和工作提供全面、科学、可靠数据支持。

《方案》明确建立全国及地方碳排放统计核算制度、完善行业企业碳排放核算机制、建立健全重点产品碳排放核算方法、完善国家温室气体清单编制机制等四项重点任务,提出夯实统计基础、建立排放因子库、应用先进技术、开展方法学研究、完善支持政策等五项保障措施,并对组织协调、数据管理及成果应用提出工作要求。下一步,国家发展改革委、国家统计局、生态环境部将会同相关部门,扎实抓好《方案》贯彻落实,加快建立统一规范的碳排放统计核算体系,为碳达峰碳中和工作提供坚实数据支撑。

The "Plan" proposes that by 2023, a departmental collaboration mechanism with clear responsibilities, clear division of labor, and smooth connection will be basically established, and a unified and standardized carbon emission statistics and accounting system will be initially established. By 2025, the unified and standardized carbon emission statistics and accounting system will be further improved, the data quality will be improved in an all-round way, and comprehensive, scientific and reliable data support will be provided for the carbon neutralization work.

The "Plan" specifies four key tasks, including establishing a national and local carbon emission statistical accounting system, improving the carbon emission accounting mechanism for industrial enterprises, establishing and improving the carbon emission accounting method for key products, and improving the national greenhouse gas inventory compilation mechanism. It proposes to consolidate the statistical foundation and establish Emission factor library, application of advanced technology, carrying out methodological research, improving support policies and other five safeguard measures, and put forward work requirements for organization and coordination, data management and application of results. In the next step, the National Development and Reform Commission, the National Bureau of Statistics, and the Ministry of Ecology and Environment will work with relevant departments to do a solid job of implementing the "Plan", speed up the establishment of a unified and standardized carbon emission statistical accounting system, and provide a solid foundation for carbon peaking and carbon neutrality. data support.

七部委:建立绿电碳排放抵消机制

8月22日,工业和信息化部、国家发展改革委、财政部、生态环境部、住房和城乡建设部、国务院国资委、国家能源局等七部门近日联合印发《信息通信行业绿色低碳发展行动计划(2022-2025年)》。

《计划》指出,鼓励企业积极使用绿色电力。推动畅通绿色电力采购渠道、建立绿色电力碳排放抵消机制,鼓励企业积极购买绿色电力。强化企业主动消费绿色电力的意识,鼓励通过自建拉专线或双边交易、购买绿色电力证书等方式提高绿色电能使用水平,逐步提升绿色电力在整体能源消耗中的占比。

计划提出到2025年,单位信息流量综合能耗比“十三五”期末下降20%,单位电信业务总量综合能耗比“十三五”期末下降15%,遴选推广30个信息通信行业赋能全社会降碳的典型应用场景。

Strengthen the awareness of enterprises to actively consume green power, encourage the use of green power through self-built dedicated lines or bilateral transactions, purchase green power certificates, etc., and gradually increase the proportion of green power in overall energy consumption.

The plan proposes that by 2025, the comprehensive energy consumption per unit of information flow will be reduced by 20% compared with the end of the "13th Five-Year Plan" period, and the comprehensive energy consumption per unit of telecommunications business will be reduced by 15% compared with the end of the "13th Five-Year Plan" period, and 30 information and communication industries will be selected and promoted.
